The Role of Social Media in Nigerian Politics: A Case Study of Twitter’s Impact on Policy Discourse
Abstract:
This study examines the role of social media, specifically Twitter, in Nigerian politics, with a focus on its impact on policy discourse. Social media platforms have increasingly become a space for political engagement, shaping public opinion, facilitating debates, and influencing policy decisions. This research adopts a quantitative approach, surveying 500 Nigerian social media users, including political activists, policy experts, and the general public, selected through stratified random sampling. Data were collected using structured questionnaires to assess how Twitter has facilitated political discourse, influenced policy decisions, and shaped political opinions in Nigeria. The findings indicate that Twitter has become a vital tool for political engagement in Nigeria, with over 80% of respondents acknowledging that the platform has influenced their understanding of political issues and policy decisions. It was found that political leaders, activists, and organizations use Twitter to initiate discussions, promote policies, and respond to public concerns, with hashtags such as #EndSARS and #BuhariMustGo serving as catalysts for large-scale policy debates. Respondents also reported that Twitter has provided a space for marginalized voices to influence policy discourse and challenge the status quo. However, issues such as misinformation, online abuse, and the digital divide in rural areas hinder the platform’s potential to promote constructive political discourse. The study concludes that Twitter plays a significant role in shaping political discourse and influencing policy decisions in Nigeria, offering both opportunities and challenges for political engagement. It recommends addressing misinformation, improving digital literacy, and ensuring inclusive access to social media to maximize Twitter’s role in enhancing policy dialogue and democratic participation in Nigeria.

High-profile incidents, such as the #EndSARS movement in 2020, demonstrated the power of Twitter to mobilize young Nigerians in protest against police brutality. The platform has also been used by political candidates and parties to communicate with voters, share campaign messages, and garner support.
However, despite the growing influence of Twitter on Nigerian politics, there are concerns regarding the spread of misinformation, manipulation, and the use of the platform to stifle opposition voices. These challenges raise important questions about the role of social media in fostering healthy political discourse and its potential to influence policymaking in Nigeria. This study aims to investigate the impact of Twitter on political discourse in Nigeria, examining how the platform shapes public opinion, facilitates political engagement, and influences policy decisions.
1.2 Statement of the Problem
While social media platforms, particularly Twitter, have become essential tools for political discourse in Nigeria, their influence on policy decisions remains a subject of debate. On one hand, Twitter provides a space for citizens to express their views, participate in political discussions, and hold government officials accountable. On the other hand, the platform has been criticized for enabling the spread of fake news, political manipulation, and echo chambers, where users are exposed only to information that reinforces their preexisting beliefs.
Additionally, the Nigerian government has occasionally sought to regulate or ban Twitter, citing concerns over national security and the spread of harmful content. This has sparked debates about the tension between freedom of speech and the need for regulation in the digital age. Despite these challenges, Twitter remains a significant force in Nigerian politics, with its potential to influence policy discourse and outcomes.
The problem this study seeks to address is the need to understand the extent to which Twitter has impacted political discourse and policymaking in Nigeria. 1.7 Operational Definition of Terms

Twitter: A microblogging and social networking platform that allows users to post and interact with short messages known as “tweets.” Twitter plays a significant role in facilitating political discourse, activism, and engagement in Nigeria.
Political Discourse: The exchange of ideas, arguments, and discussions related to political issues. It includes debates, opinions, and discussions that shape public understanding and influence political behavior.
Political Mobilization: The process of encouraging individuals to take political action, such as voting, protesting, or supporting political causes, often facilitated by digital platforms like Twitter.
Policy Discourse: The discussion and formulation of policies by government officials, institutions, or public bodies, which may be influenced by public opinion or social media discussions.
