(A CASE STUDY OF NIGERIA LABOUR CONGRESS)

ABSTRACT

This research work tends to examine the Effect of Labour Union on the Economic Development on Nigeria Labour Congress. To this end the project is divided into five chapters. Chapter once introduce the topic to highlight the importance and objectives of this study and delineate the scope of the study and historical background of the study area. Chapter two deals with the background, concept of the study, defines labour union, highlight the effect of labour union in an organization and labour management conflict. It also gives a review of the failure and achievement of labour in Nigeria, settlement of labour and made references. Chapter three discusses the design of the study, research population, sample size and techniques, sources of data collection and research instrument used. It also shows the method of data analysis and the distribution and collection of questionnaire. Chapter four treats data presentation, analysis, testing of hypothesis and summary of finding. Finally chapter five consider some facts and finally ends with the conclusion, recommendation, bibliography and appendix. Also appropriate recommendations were made as to how to address the effectiveness Of Labour Union on the Economic Development on Nigeria Labour Congress. This is an intellectual work and like all other intellectual work did not draw a final conclusion. 

CHAPTER ONE

INTRODUCTION

1.1     BACKGROUND OF THE STUDY

The first Labour Union in Nigeria, Labour and Employment, DFID marks N48 million for women’s participation in unionism.

The government of the Kingdom, through its department for international development (DFID) is to spend N48,850,000 million on promoting women’s participation in trade activities in Nigeria.

The amount will be spent in two years project executed by the Nigeria Labour Congress (NLC) and the Common Wealth Trade Union (CWTU) the project, which commenced, September, 2004 is to embrace the capacity of trade unions in Nigeria to reflect the concern of women workers to improve their working conditions.

The aim of the project, according to Nigeria Labour Congress and the common wealth trade union council in a recent briefing is to reduce the discrimination against women in the work place and in the wider Nigerian society.

In two years duration ending August 2006, the projects major points of address is the lack of reflection of women membership in trade union government resulting in the lack of reflection of issues of major concern to women membership in trade union government resulting in the lack of reflection of issues of major to women workers which often deprives of rights to maternity protection equal pay and non-discrimination in the society.

It is said to be the most suitable yardstick with which to measure the success or failure of the labour unionism in this country.

1.2     STATEMENT OF THE PROBLEM

The effect of labour  union on the economic development of Nigeria is a deliberate choke of the study, because it is armed  at lighting the negligence of such vital old institutions as a country is labour union’s roles, has suffered for over five decades due to it relegation to the background by successive government both   colonial and independent Nigeria.

Labour union help development by moving the work force toward modern attitudes and high productivity or are  trade unions more  likely to involve themselves in parties of goals both economic and  non-economic, as organization they were key force on some  political  struggles, having more to do with power-seeking individuals than with social uplift

The proportion of the total labour force that belongs to labour unions in poor countries is much lower than in developed ones.

The nonunionized group of economic actives includes, not coincidently, much linger proportions of self-employed persons and unpaid family workers. Labour union in low income countries has variety of goals both economic and non-economic as organization they were force on behalf of political independence in the former colonies.

Alternatively political pressure may be used to achieve legislation that accomplishes some of the same end. Labour union are economically effective on behalf there members when they can monopolize the supply of labour.

The workers opposition alone will not and not compromise. This does not however, mean that it is aiming at a split. Not at all, it task is entirely different. Even in the event of defeat at the congress. It must remain in party and step by step stubbornly, defend it point of view, save the party clarify class line. Once more in brief; what is it that worker’s opposition wants.

1. To form body from the workers produces themselves for administering the people’s economy.
2. Transferring the administrative functions of industry into the hands of union, does not take place until the all- Russian central executive committee of the trade unions has found the said union to be able and sufficiently prepared for the task.

In summary, the statement of the problem means that this research work will be centered on bringing the line light the negative and or positive contributions of labour union generally to the attainment to Nigeria economic development. Move especially at this time of economic recess in Nigeria. This is one vital aspect that has been neglected in most literature or industrial relations in Nigeria.

1.3     OBJECTIVE OF THE STUDY

The main objective of this study is to discover how much of the contractual obligations which exist between the Nigeria workers and the employer is being fulfilled without enter economic or political, there will be poverty, hunger, slavery and lack of human right freedom.

1.4     SIGNIFICANCE OF THE STUDY

1. The study intended to bring to the limelight the negative and or positive contributions of labour union generally to the attainment to Nigeria economic development. More especially at this time of economic recess in Nigeria, this is one vital aspect that has been neglected in most literatures or individual relations in Nigeria.
2. Specially, as a contributing analysis on the Nigeria labour congress, employee, it is hoped that it would through more light on the existing relationship between labour union employees and the economic development achieve their set objectives.
3. Equally as a contributing analysis, it is hoped that it would trigger more interested of future researchers to look at the pattern of growth character and attitude of the Nigeria labour union employee in economic development.
4. Above all the study hopes to create a premise by which productivity can be enhanced at the Nigeria labour congress.

1. What is the extent to which labour can affect the development of the economic development of Nigeria?
2. Does Nigeria labour union help to settle the grievance of the workforce?
3. Can labour union organization help development, by moving the workforce toward modern attitude and high productivity?
4. What kind of effect industrial action plays in the economy of Nigeria?

1.6     RESEARCH HYPOTHESIS

Hypothesis is a set of testable statement that is yet to be cross-checked against specific evidence; it is thought as a highly probable statement in the high of established facts.

Hypothesis directed investigation into the problems of a research on the whole it forms the preliminary explanations, which give a guide to investigation. It is the lunch hypothesis therefore directs all causal relationship between the dependent and the independent variables to put these into statement, which could guide our research study, one shall put the hypothesis thus:

1. H_i:     The Nigeria labour union employees in NLC participate in the management of Nigeria economic development.

H_o:    The Nigeria labour union employees in NLC do not participate in the management of Nigeria economic development.

• H_o:    The management union busting tactic is a prime factor in igniting workers strike

H_i:     The management union busting tactic is not a prime factor in igniting workers strike.

But it would be important to stress that based on the strength of the theoretical positions of labour unions, it should be noted that slight charge in labour unions (dependent variable) activities would lead to slight change in Nigeria economic development (undependable variable).

1.7.    SCOPE OF THE STUDY

The research project is aimed out in Nigeria economic development. This choice was due to first beside Nigeria labour congress has the highest number of employees compared to all Nigeria labour union.

The scope of study would have been more elaborate but because of Nigeria labour union development available, like the prices petroleum product by the federal government last two (2) mouth, also some relevant document relating to the topic are classified consequently in accessible.

Well, the arbitrary increase in the price of petroleum products demonstrates the insensitivity of federal government to the plight of an already pauperized populace.

However, fuel price issue is a national matter and whatever decision taken as a consequence of any increase in the price of petroleum products by the national executive council (N E C) of the Nigeria labour congress our union and must become-plied with totally.

1.8     LIMITATION OF THE STUDY

The project or study has been more difficult than earlier envisaged; one major limitation placed is on the release of certain confidential materials which could have been very useful. More so, the facts that the Nigerian labour congress is no longer as efficient as it are used to be. This made the collection data to be more difficult.

Despite these difficulties, it is my hope that this study will help future researchers, government officials and other interested persons in conducting future study on subject. The present the economic hardship makes it necessary for the study into roles of labour union and their economic development in Nigeria. This is because the process looks into the futures and decision once taken might bring lasting solution to the employer-employee disputes. As the research project covers only the Nigerian labour congress. The finding might not be applicable its activities of Nigeria economic development, more especial the rural Nigeria labour congress, nor the findings be applicable to Nigeria labour congress activities of the other.

1.9     DEFINITION OF RELEVANT TERMS

1. UNION: Is the state of being united or joined.
2. TRADE UNION: An organized association of workers in trade, group of trades, or profession, formed to protect and further their rights and interest.
3. LABOUR UNION: An organization whose membership consists of workers and union leaders, united to protect and promote their common interests.

The principal purposes of a labour union are to

1. Negotiate wages and working condition terms
2. Regulate relations between workers and employer
3. Take collective action to enforce term of collective bargaining.
4. Raise new demands on behave of its members.
5. Help settle their grievances.
6. DFID: department for international development.
7. NLC: Nigeria labour congress
8. CTUC: common wealth trade unions council.
