PRODUCTION OF A REGIONAL DEVELOPMENT PLAN FOR KARSHI DEVELOPMENT AREA
CHAPTER ONE
1.0 INTRODUCTION
Regional planning according to Wikipedia is a branch of land use planning which deals with the efficient allocation of land use activities, infrastructures, facilities and settlement growth across a significantly larger area of land than an individual town or city
A regional development plan can be seen as a sequence of programmes and coordinated actions designed to solve current and anticipated problems of a region. Thus it can be seen as a response to certain problems of urban and supra-urban region arising from rapid population growth, increasing urbanization, increasing cost of living and problems associated with depressed and rural regions, suffering from economic malaise. Tahiru (2010).
In most countries of the world, different geographical areas are not endowed the same way. While some areas are blessed with some categories of resources, others are rich in other types of treasures. These resources, which are material and human, also vary in stock from one place to another. Hence, some areas tend to develop and grow at a higher rate, at the expense of other. Adedibu (2008).
The resultant effect of this is over-concentration of activities and its attendant problems of population explosion, congestion, housing shortfall, environmental problems, increase in slums and blighted areas and increase in social vices in the favored areas or cities, and underdevelopment or backwardness in the less privileged areas. Jelili (2008).
This trend, which seems to continue unchecked, amounts to social injustice and inequality to some class of people or areas but also constitute a setback to regional and overall national development. This is the concern of regional development which is aimed at correcting lopsided development and promoting regional and national development through the identification, analysis and allocation of resources within and among regions of a state or country. Ugwu (1992).
Nigeria has been observed to be made up of diverse ethnic groups and different geographical areas of varying material and human resources, and this emerging pattern of development as identified by Adeniyi (1983) show that there are disparities in development between urban and rural areas and among different geographical areas in the country. This necessitates a deliberate intervention in resource allocation or reallocation, opportunities distribution and exploration and overall equal development pattern. Regional development plan readily recommends itself to this.
1.1 STATEMENT OF PROBLEM
Karshi Development Area of Nasarawa State can be described as a rural area as it shows the characteristics associated with rural areas in Nigeria and many third world countries. These characteristics which show the problems in these rural regions show the backwardness that is experienced in terms of development in these regions. The Karshi development area is faced with the following challenges:
There is spatial disparity in the distribution of facilities utilities and infrastructures such as schools, health facilities, water supply, waste disposal, roads, police stations, fire services, and sewerages across space with the study area.
There is wide disparity in the socio-economic and environmental indicators of development across the settlements; these indicators include concentration of population in some parts of the region, location of functional market, high rate of unemployment and haphazard and substandard building development.
The spread of development such as citing of public offices and buildings, construction of road, allocation of resources are uneven and lopsided.
1.2 AIM
The aim of the research is to produce a regional development plan for Karshi development area.
1.3 OBJECTIVES
1. To review concepts, principles, and standards of regional development planning.
2. To examine the physical characteristics of Karshi development area.
3. To examine the socio-economic characteristics of Karshi development area.
4. To identify potentials and constraints using S.W.O.T (Strength, Weakness, Opportunity and Threat) analysis.
5. To evolve a regional development plan for Karshi development area.
1.4 SCOPE
The research covers the entire Karshi development area of Nasarawa state.
1.5 JUSTIFICATION
The research is justified on the following facts:
NASARAWA STATE: The research will be a guide to regional development plan in the state as the state will benefit from The gathered and analyzed data’s for both physical and socio-economic survey in the state.
THE DEVELOPMENT AREA: The Karshi Development Area will benefit tremendously from this research, it will enable them realize and utilize their potentials effectively, and also adhere the provision of good regional facilities that will create employment opportunity to improve standard of living in the Development area as whole.
COMMUNITIES: Each community will benefit a lot from the research proposals which will improve the volume and value of their productivity and also boost their farming activities. STUDENT: The research will also be an essential references material to student in the nearest future that may be interested to carry out a relevant research work.
